LGOIMA: Sludge Minimisation Facility Carbon Emissions Reductions
Wellington City Council has confirmed that the Moa Point Sludge Minimisation Facility is expected to reduce emissions by 2,000 tCO₂-e per year, based on carbon calculations by Beca, in response to this March 2026 LGOIMA request.
The Question
The Sludge Minimisation Facility has got no easily accessible emissions reductions data in tCO2e. So, I asked… “What is the expected emissions savings in tonnes of carbon dioxide equivalent? Provide the amount of emissions the sludge minimisation facility will cut, rather than in a percentage.”
The LGOIMA response
Your request has been considered under the Local Government Official Information and Meetings Act 1987 (LGOIMA).
The carbon calculations were done by Beca. As noted in the Beca Annual Report (pg 13),
Beca expects that, once operational, the Sludge Minimisation Facility will reduce emissions by 2000tCo2e per year.

This LGOIMA response relates to the Moa Point Sludge Minimisation Facility, a wastewater infrastructure project funded through a targeted levy. The facility has been described by Wellington City Council as the single biggest investment into climate mitigation. This data is relevant to anyone researching Wellington City Council climate policy, the Moa Point wastewater treatment plant, Wellington emissions reduction targets, or the Te Atakura — First to Zero climate action plan.
